SVG keeps edges sharp when scaled in a layout. PNG has a fixed resolution and works well for testing and on-screen use.
Why does the printed code fail to scan?
Check the source data, contrast, clear space around the code, physical size, material and print quality. Test it with the scanner you intend to use.
